• Nonresident students between the ages of 19 and 23 who are seeking reclassification to resident status must submit a Request for Residency Status Change, provide documentation of financial independence, demonstrate they were not claimed as a dependent on their parents’ most recent income tax return, and present objective evidence of intent to establish California as their permanent residence. Residence of an Adult A student who is 19 years of age or older and has lived in California continuously for the past two years is presumed to have the intent to make California their permanent residence. A student who is under 19 years of age is presumed to have the intent to reside in California if both the student and their parent(s) or legal guardian(s) have resided continuously in California for the past two years. A student 19 or older who has resided in California for more than one year but less than two years should be prepared to provide supporting documentation of residency and intent. Acceptable forms of documentation include, but are not limited to, the examples listed in the “Acceptable Proofs of California Residence” section. Residence of a Minor Unmarried minors (under 18 years of age) are legally incapable of establishing their own residence, regardless of physical presence in California.
